This summit meeting brought together senior politicians and policymakers and representatives from international organisations, civil society and the private sector, to discuss the health of the EU’s Balkan enlargement strategy and the EU's influence on Balkan politics. An economic roundtable saw participants debate the strength of entrepreneurial culture in the region and the pace of economic development.

Meeting in Paris on 23 May, Investment Compact and Regional Cooperation Council representatives launched a partnership on boosting South East Europe's business climate. Both partners and governments of the region agreed to introduce an integrated approach to reform that will involve evaluations of business climate policy and agreement on priorities and capacity building to improve competitiveness in the region.

In the main article of its Spring 2008 issue, see.market magazine looks at the work of the Investment Compact and describes it as "one of the international bodies operating in the region with the clearest mandates specific to regional economic development." In a separate piece, Erhard Busek, Special Co-ordinator of the Stability Pact for South Eastern Europe, describes the Investment Compact as an "initiative that really complements CEFTA...and that provides an excellent forum for co-operation on improving the region's attractiveness to foreign investors".

Outlook for small and medium sized enterprises in the Western Balkans is improving, finds OECD/EC report

The Western Balkans has recently made good progress in improving the policy environment for small enterprises, the backbone of the region’s economies. But more needs to be done, notably in Albania, Bosnia and Herzegovina and UNMIK/Kosovo, to support small and medium-sized firms (SMEs), according to a new report by the OECD Investment Compact and the European Commission on enterprise policy in the Western Balkans.

The SEE Working Group on Tax Policy Analysis will meet on 19 June 2009 in Dubrovnik, Croatia, bringing together high-level officials and policy experts from South East Europe (SEE) and the OECD to build on the process of addressing the tax component of the Investment Reform index (IRI) along the lines of tax reform priorities.

The 3rd Meeting of the South East Europe Investment Committee took place in Paris on 23 May 2008. Participants discussed future collaboration between the Regional Cooperation Council and the Investment Compact and reviewed Investment Compact activities since the 2nd Committee Meeting, including on the IRI 2009 evaluation, the SME Policy Index 2009 evaluation, the drafting by the Working Groups of 'How-to' reform guidelines, and the completion of Phase I of the project on 'Sector Specific Sources of Competitiveness in the Western Balkans'.

The Investment Compact organised the 11th Regional Meeting of the National Coordinators of the European Charter for Small and Medium-Sized Enterprises and, in parallel, a workshop on innovation in SMEs. Both events took place in Przno, Montenegro, on 05-06 May, and were organised in co-operation with the Central European Initiative and the European Commission's DG Enterprise and Industry.

Held in Vienna, Austria, on 02-03 April 2008, the 2nd meeting of the SEE Investment Committee Working Group on Regulatory Reform saw participants discuss problems encountered during the enactment process of business legislation reforms in parliament. Participants also identified areas for improvement, potential solutions and regional good practices, and reviewed the different methodologies for measuring business regulation.

Held in Prague, Czech Republic, on 09-10 April 2008, the 2nd meeting of the SEE Investment Committee Working Group on Investment Promotion saw participants discuss the design and implementation of linkage programmes and the sustained benefits these programmes can generate for both foreign investors and local small and medim-sized enterprises. The discussions benefited from presentations of regional good practices and a review of experiences from OECD members.

The Investment Compact and the World Bank organised a workshop on investment opportunities in the Western Balkans for Italian businesses. The event took place in Milan on 07 May and brough together Italian companies and investment promotion agencies from the Western Balkans. This event falls within the scope of the Investment Compact/World Bank project on 'Strenghtening Sector Specific Sources of Competitiveness in the Western Balkans' and was organised in co-operation with the Italian Institute for Foreign Trade.

Held in Belgrade, Serbia, on 30-31 October 2007, the 1st Meeting of the SEE Investment Committee Working Group on Regulatory Reform saw participants discuss international practices for Regulatory Imapct Analysis, analyse the progress made by South East Europe in RIA and the challenges it faces in implementing it, and participate in a workshop on assessing the benefits and costs of new regulation.

The 2nd Meeting of the South East Europe Investment Committee was held in Paris on 12 November 2007. Participants discussed Investment Compact activities since the 1st Committee Meeting, the Committee's co-operation with the new Regional Co-operation Council, the preliminary results of Committee's Working Groups, the preliminary results of the TIPA Project, proposals for the second wave of Investment Reform Index and SME Policy Index evaluations, and the forthcoming Investment Compact 6th Ministerial Conference.
