Moldova Foreign Direct Investment Strategy

This project aims to increase the levels of foreign direct investment flows to Moldova. It is funded by Switzerland's State Secretariat for Economic Affairs (SECO) and the main beneficiary will be the Moldovan Ministry of Economy and Commerce.

The project was launched in December 2005 and is based on 2 phases.

Phase I: Opportunity and Strategy

The first phase (December 2005 – October 2006) focused on the drafting of an FDI and Export Promotion Strategy for Moldova. The OECD Investment Compact delivered a proposal to the Moldovan Ministry of Economy and Commerce at the end of June 2006. Based on this, the Ministry elaborated a broader strategy that was launched on 27 October 2006. Phase II: Coaching and Support in Implementation

The second phase (November 2006 - March 2008) focuses on support in implementation. The OECD Investment Compact is curently supporting the Ministry of Economy in four areas:

  1. Building an FDI database;
  2. Undertaking five inward and outward investor missions;
  3. Defining and implementing an SME linkage programme;
  4. Conducting a skill gap assessment.
