DAC’s engagement in fragile situations saw a step change with the launch of a new International Network on Conflict and Fragility (INCAF), bringing together the former Network on Conflict, Peace and Development Cooperation (CPDC) and the Fragile States Group (FSG) into one forum. Over the past years, these two networks had addressed challenges posed by fragile and conflict affected countries. INCAF’s work will further build upon this, but moving beyond aid management concerns to examine the substantive policy issues of security, peace building and state capacity.

This report aims to fill a significant gap and bring greater clarity to the policy discussion about state building. It offers important insights into the causes and features of fragility, and how states can reach stability and resilience over time. The report highlights that state building needs to be seen in the context of state formation and state-society relations. It provides practical recommendations for donors that wish to support national state-building processes.

The establishment of effective and durable public services is a first priority in situations of fragility and conflict. This report is based on the work that the DAC Fragile States Group conducted in 2005-2007. It provides an understanding of the mutual influence of state fragility and service delivery and offers guidance to strengthen service provision and governance in these states.

In 2006, donors have responded to the challenges posed by fragile states with more aid but aid flows to fragile states continue to be uneven, irregular, and fragmented. The OECD monitors resource flows to fragile states in an effort to help inform donor decisions and increase transparency and co-ordination

Development Ministers and Heads of Agencies endorsed the Principles for Good International Engagement in Fragile States at the High Level Meeting of the Development Assistance Committee (DAC) on 3-4 April 2007 in Paris. This endorsement signals a commitment to adapt our approach, policies and business practices to improve our engagement in fragile states. The DAC Fragile States Group will support implementation of the Principles, already piloted in nine countries, in all fragile states and at donors' headquarters.
The Principles are also available in French, German and Spanish.
