The Joint Venture for Procurement (www.oecd.org/dac/effectiveness/procurement) is an international forum for procurement specialists representing multilateral institutions, bilateral development agencies and developing countries engaged in procurement reform. Its mandate is to fulfill the Paris Declaration on Aid Effectiveness and its commitments to: strengthen national procurement systems; support capacity development , and use of local country systems. Assessment of Tanzania's Procurement System

The main objective of the assessment was to test the methodology as a tool for assessing the quality of a country procurement system in terms of its effectiveness and efficiency which developing countries and development partners can use to assess quality and effectiveness of national procurement systems. The assessment was intended to provide the basis for formulating capacity development plans to improve the procurement system.

International Public Procurement Conference

The International Public Procurement Conference (IPPC) is a meeting place for public procurement professionals and academics from all over the world, in the area of public procurement. The third IPPC will take place in Amsterdam from 28 to 30 August 2008. The conference is shaped around papers submitted by international members of the academic world as well as the world of everyday public procurement practice. About 100 papers, with a wide diversity of topics, have been submitted.

Malawi Procurement Capacity Assessment

In 2007, the Government of Malawi undertook a capacity assessment of the country's public procurement system using the OECD-DAC Methodology for Assessment of National Procurement Systems in combination with the UNDP Approach to Procurement Capacity Assessment.

Third Meeting of the JV on Procurement

The third meeting of the Joint Venture on Procurement took place in Arusha from 5 – 7 May, at the invitation of the Public Procurement Regulatory Authority of Tanzania in collaboration with the African Development Bank. This meeting brought together procurement professionals and interested development practioners from multilateral and bilateral development organisations and from partner countries around the world. Second Meeting between the Working Group of the Joint Venture for Procurement and Members of the Business-Industry Advisory Committee (BIAC) to the OECD

Members of the Working Group and other representatives of the JV for Procurement and interested members of BIAC to the OECD met to build on the results of the first meeting on 3 April, to give the Working Group the opportunity to hear firsthand the concerns of BIAC members and to discuss ways to continue the constructive dialog on strengthening partner country procurement systems. A summary note is available (in English). This meeting, held on 18 Sept in Copenhagen, was intended as one in a series of consultations and exchanges between the Joint Venture and BIAC.

Field Testing Reports – JV Pilot Countries and Others

To date, 22 partner countries have participated in a field testing exercise of the version 4 Benchmarking and Assessment Methodology for Public Procurement Systems; other partner countries have used the methodology separately from the JV or intend to do so as part of the 2008 Paris Declaration Monitoring Report exercise. The reports of the countries who have used the methodology and who have agreed that the OECD-DAC publish their reports on this public website are attached as a demonstration of their willingness and openness to share their experiences and lessons with others.

Second meeting of the Joint Venture for Procurement

At the invitation of the Government of Denmark and the United Nations Development Programme, the second meeting of the Joint Venture for Procurement took place in Copenhagen from 19-21 September 2007. This meeting brought together procurement professionals from multilateral and bilateral development organisations and from partner countries in the context of implementing the procurement-related aspects of the Paris Declaration for Aid Effectiveness. International Orientation and Guidance Workshop

Latin America and Caribbean Regional Meeting: Procurement Capacity Development

The Government of Peru hosted the Latin America and Caribbean Regional Meeting regional meeting on procurement capacity development in Lima. This event was sponsored by the Inter-American Development Bank and the  Latin America and Caribbean Region of the World Bank in collaboration with the United Nations Development Program (UNDP) and the OECD-DAC Joint Venture for Procurement.
