SEEStat Workshop II: Evaluating the Impact of Foreign Direct Investment in South East Europe

The second workshop under the SEEStat Project was held on 30-31 October 2006 in Zagreb, Croatia. It involved presenting two case study FDI impact evaluations as well as a background paper on conducting FDI impact evaluations to improve policymaker’s ability to analyse FDI data for the purpose of elaborating policy.

This meeting, which took place in Paris on 10 November 2006, marked the launch of the Investment Reform Index 2006 report.  It also focused on the creation of a South East European Investment Committee to implement the Regional Framework for Investment adopted in Vienna on 27 June 2006.

This year's Ministerial Conference was a special occasion. The Ministerial Conference marked the adoption of the Regional Investment Framework (RIF) and the presentation of a comparative cross regional assessment of where SEE countries stand in policy measures and implementation to improve the investment environment. Areas covered during the conference include investment policy and promotion, tax, competition, anti-corruption, public administration, human capital and trade.

This meeting, which took place in Rome on 12 May 2006,  focused on the preliminary results of the Investment Reform Index process, the SEE Governments' policy priorities in 2006 and building the Regional Framework for Investment in South East Europe.

OECD Investment Compact launches the Investment Reform Index Toolkit

The next phase of the Investment Reform Index evaluation for South East European countries has now been launched. The Investment Reform Index toolkit will help the SEE countries undertake policy self-evaluation focusing in 2006 on investment policy and investment promotion, tax policy, anti-corruption, competition policy, trade policy, regulatory reform and human capital.

Monitoring and Evaluation within the Investment Compact

The Investment Reform Index is the basis for monitoring and evaluation within the Investment Compact.  Measuring implementation of policy reform in ten key dimensions, the Investment Reform Index is guided by four main objectives: structured evaluation, targeted support in implementation, regional collaboration and peer review, and public and private sector involvement.

The Investment Compact launches its new strategy for the South East European region
